Brake Linings

I have had to replace my brake linings at just over 14,000 miles and I'm not a hard driver. Is this normal for an Evoque?
Update: I've just been told by my garage that all four discs and pads have to be replaced ……..because I have a low mileage and the parts are rusting because I am not using my car enough. Now, over the years I have had Mercs, BMWs, Mazdas, Fords and Vauxhalls and I have never encountered anything like this. I am not aware of anything in the Range Rover literature warning me not to use my car too little or my brakes would rust up! Seems I am being penalised (heavily) for a lack of wear and tear. So, forum, is anyone aware of a similar complaint/excuse. Or is there a design fault here?
